De m\u00eame, dans un contexte de perte massive de la biodiversit\u00e9, en particulier aquatique, comme vient de le montrer r\u00e9cemment le \u00ab\u00a0Rapport Plan\u00e8te Vivante 2016 du WWF\u00a0\u00bb, il est important de renforcer les actions de protection et de restauration des milieux aquatiques, en particulier des rivi\u00e8res.<\/p>\n<h6>L&rsquo;hydro\u00e9lectricit\u00e9, une \u00e9nergie renouvelable mais qui n\u2019en est pas \u00e9cologique pour autant<\/h6>\n<p>Le d\u00e9veloppement de l\u2019hydro\u00e9lectricit\u00e9 doit se faire avec la plus grande attention port\u00e9e aux milieux aquatiques, en France et en Europe. Une \u00e9tude du WWF, RiverWatch, EuroNatur et al, sortie fin 2019, dresse l&rsquo;inventaire alarmant des projets de microcentrales en Europe. Plus de 8 700 nouvelles sont pr\u00e9vues dont pr\u00e8s de 3000 dans les Balkans. Plus du quart (2 500) sont situ\u00e9s dans des zones prot\u00e9g\u00e9es, principalement dans des parcs nationaux et des sites Natura 2000. Cette \u00e9tude r\u00e9v\u00e8le \u00e9galement que 20 \u00e0 30 esp\u00e8ces de poissons d\u2019eau douce dispara\u00eetraient si tous ces projets \u00e9taient r\u00e9alis\u00e9s et que plus de 95% de la faune piscicole du sud de l\u2019Europe rejoindrait alors la liste des esp\u00e8ces menac\u00e9es de l\u2019UICN.<\/p>\n<p><em><a href=\"https:\/\/www.ern.org\/fr\/petit-hydro-microcentrales\/\">Voir aussi notre page \u00ab\u00a0mini et micro hydro\u00e9lectricit\u00e9\u00a0\u00bb sur le boom des microcentrales en France\u00a0<\/a><\/em><\/p>\n<p><em><a href=\"#articles\">Voir aussi les articles en fin de page<\/a><\/em><\/p>\n<h6>Sortir des zones \u00e0 enjeux<\/h6>\n<p>ERN France, qui avait sign\u00e9 la \u00ab\u00a0Convention pour une hydro\u00e9lectricit\u00e9 durable\u00a0\u00bb en juin 2010 n\u2019est pas oppos\u00e9e syst\u00e9matiquement ni \u00e0 l\u2019hydro\u00e9lectricit\u00e9, ni \u00e0 la cr\u00e9ation de nouvelles unit\u00e9s de production. Cependant son d\u00e9veloppement sera tr\u00e8s limit\u00e9e par rapport aux nouvelles capacit\u00e9s renouvelables, l\u2019essentiel se faisant dans l\u2019\u00e9olien, le solaire, la biomasse. L\u2019augmentation li\u00e9e \u00e0 l&rsquo;hydro\u00e9lectricit\u00e9 doit surtout pr\u00e9venir de l&rsquo;am\u00e9lioration de la performance des centrales existantes ou \u00e9difi\u00e9es sur les cours d\u2019eau \u00e0 tr\u00e8s faible enjeux, en privil\u00e9giant l\u2019\u00e9quipement d&rsquo;ouvrages existants non obsol\u00e8tes. Cette nouvelle culture s\u2019appuie aussi sur l\u2019effacement des ouvrages hydro\u00e9lectriques obsol\u00e8tes, comme <a href=\"https:\/\/www.ern.org\/fr\/selune-libre\/\">les ouvrages de V\u00e9zins et La Roche-qui-Boit sur la S\u00e9lune,<\/a> la reconfiguration totale d&rsquo;ouvrage comme celui de <a href=\"https:\/\/www.ern.org\/fr\/poutes-barrage\/\">Pout\u00e8s<\/a>.<\/p>\n<p><a href=\"https:\/\/www.naturemade.ch\/fr\/label-de-qualite.html\"><em>&gt;&gt; Plus d&rsquo;infos sur le label \u00ab\u00a0NaturemadeStar\u00a0\u00bb<\/em><\/a><\/p>\n<h6>Le renouvellement de concession une opportunit\u00e9 pour am\u00e9liorer les ouvrages<\/h6>\n<p>Dans beaucoup de pays en Europe, les barrages de grande ou moyenne taille sont exploit\u00e9s dans le cadre d\u2019une \u201cconcession\u201d que l\u2019Etat attribue pour une dur\u00e9e de 40-60 ans, voire plus. Cette p\u00e9riode est normalement plus courte que la dur\u00e9e \u201ctechnique\u201d et \u201c\u00e9conomique\u201d des ouvrages (70-100 ans).<\/p>\n<p>Dans un avenir proche, il y aura une multitude de moyens et grands ouvrages qui arriveront \u00e0 \u00e9ch\u00e9ance. Pour chacun d\u2019entre eux, les questions se poseront : Faut-il poursuivre l\u2019op\u00e9ration ? Cet ouvrage peut-il \u00eatre modernis\u00e9 ou bien faut-il le d\u00e9manteler ?<\/p>\n<p>Le d\u00e9mant\u00e8lement ou la transformation des ouvrages offre une opportunit\u00e9 exceptionnelle de rajeunissement pour nos fleuves et rivi\u00e8res, et pour la restauration de la libre circulation des poissons migrateurs et des s\u00e9diments. Il est urgent de la saisir ! href=\"https:\/\/www.internationalrivers.org\/node\/3521\">Clean Development Mechanism (CDM)<\/a> is meant to catalyze climate-friendly and sustainable projects in low-income countries. Instead, it&rsquo;s provided massive subsidies to hydropower developers while increasing greenhouse gas emissions. Through deception and <a href=\"https:\/\/www.internationalrivers.org\/node\/1102\">abuse<\/a> of the system, at least <a href=\"https:\/\/www.internationalrivers.org\/node\/1862\">two-thirds<\/a> of all CDM projects are likely not <a href=\"https:\/\/www.internationalrivers.org\/node\/3588#additionality\">additional<\/a>, and more are slipping in each year.<br \/>\nDespite attempts at reform, the CDM continues to approve egregious hydropower projects while delaying any improvements. In December 2011, an <a href=\"http:\/\/www.bloomberg.com\/news\/2011-12-19\/eu-should-consider-ji-carbon-offset-limits-for-2013-groups-say.html\" target=\"_blank\" rel=\"noopener\">EU-commissioned report<\/a> recommended the European Union consider banning credits from large hydro projects.
